This Acceptable Use Policy ("AUP") governs your use of the VebboPay platform, services, applications, and APIs (collectively, the "Services") provided by Cibeeo Inc SRL ("VebboPay," "we," "us," or "our"). By accessing or using our Services, you agree to comply with this AUP. Violation of this policy may result in the suspension or termination of your account and, where appropriate, referral to law enforcement or regulatory authorities.
1. Prohibited Activities
You may not use the VebboPay Services to engage in, facilitate, or support any of the following prohibited activities. This list is illustrative and not exhaustive; Cibeeo Inc SRL reserves the right to determine, in its sole discretion, whether any activity constitutes a violation of this AUP.
1.1 Illegal Transactions and Financial Crimes
- Illegal Transactions: Using the Services to process, facilitate, or receive payments for goods, services, or activities that are illegal under applicable local, national, or international law, including but not limited to the sale of controlled substances, illegal weapons, counterfeit goods, and unlicensed gambling.
- Money Laundering: Using the Services to conceal or disguise the proceeds of criminal activity, or to convert or transfer funds derived from illegal sources, in violation of EU Anti-Money Laundering Directives, Romanian AML legislation, or any other applicable anti-money laundering laws.
- Terrorist Financing: Using the Services to provide, collect, or channel funds or financial resources with the knowledge or intention that they will be used to carry out terrorist acts, or to support terrorist organisations, as defined under EU Council Framework Decisions and applicable national legislation.
- Fraud: Engaging in any form of fraudulent activity, including but not limited to identity theft, phishing, account takeover, payment card fraud, chargeback fraud, advance-fee fraud, Ponzi schemes, pyramid schemes, or any other deceptive practice designed to obtain money, property, or services under false pretences.
- Sanctions Violations: Using the Services to conduct transactions involving persons, entities, or jurisdictions that are subject to economic or trade sanctions imposed by the European Union, the United Nations, the United States (OFAC), or any other relevant sanctions authority. You are prohibited from transacting with any individual or entity on any applicable sanctions list.
- Market Manipulation: Using the Services to engage in market manipulation, insider trading, wash trading, spoofing, or any other activity designed to artificially influence the price or volume of any financial instrument, cryptocurrency, or digital asset.
1.2 Technical Abuse and Security Violations
- Unauthorized Access: Attempting to gain unauthorized access to any part of the Services, other users' accounts, or any computer systems or networks connected to the Services, through hacking, password mining, brute-force attacks, credential stuffing, social engineering, or any other means.
- Reverse Engineering: Decompiling, disassembling, reverse engineering, or otherwise attempting to derive the source code, algorithms, data structures, or underlying ideas of the Services or any component thereof, except to the extent expressly permitted by applicable law.
- Circumventing Security Controls: Attempting to bypass, disable, interfere with, or circumvent any security features, access controls, authentication mechanisms, rate limiting, encryption, or other protective measures implemented by VebboPay.
- Distributing Malware: Uploading, transmitting, or distributing any virus, worm, Trojan horse, ransomware, spyware, adware, or other malicious code or software through the Services or to any VebboPay system, user, or third party.
- Excessive API Usage: Using the VebboPay APIs in a manner that exceeds the rate limits, quotas, or fair use parameters established by VebboPay, or using the APIs in a way that impairs the performance, availability, or integrity of the Services for other users. Automated scripts, bots, or tools that generate excessive requests without authorisation are strictly prohibited.
1.3 Intellectual Property and Content Violations
- Intellectual Property Infringement: Using the Services in any manner that infringes, misappropriates, or otherwise violates the intellectual property rights of any third party, including copyrights, trademarks, patents, trade secrets, and other proprietary rights.
- Impersonation: Misrepresenting your identity, affiliations, or the origin of any transaction, communication, or content submitted through the Services. This includes impersonating any person or entity, or falsely claiming an affiliation with any person, entity, or organisation.
- Harassment: Using the Services to harass, threaten, intimidate, stalk, or abuse any person, or to transmit or facilitate the transmission of content that is defamatory, obscene, hateful, discriminatory, or otherwise objectionable.
2. AI Agent Specific Rules
VebboPay enables users to create and deploy autonomous AI agents to perform financial tasks. The following rules apply specifically to the creation, configuration, and operation of AI agents on the VebboPay platform:
- No Agents for Illegal Activities: You may not create, configure, or deploy AI agents to engage in any activity that is prohibited under this AUP, applicable law, or any other VebboPay policy. This includes but is not limited to creating agents designed to facilitate money laundering, terrorist financing, fraud, sanctions evasion, or any other illegal activity.
- Reasonable Spending Limits: All AI agents must be configured with reasonable and appropriate spending limits that reflect the legitimate business or personal purposes for which they are deployed. You may not configure agents with excessively high spending limits as a means of circumventing transaction monitoring or other security controls.
- No Bypassing Platform Controls: AI agents must not be designed, configured, or instructed to attempt to bypass, circumvent, or interfere with any VebboPay platform controls, including but not limited to transaction limits, fraud detection systems, risk assessment mechanisms, rate limiting, authentication requirements, or any other security or compliance controls.
- No Malicious Agents: You may not create AI agents that are designed to exploit vulnerabilities in the VebboPay platform or any connected system, to extract data to which you are not authorised to access, to conduct denial-of-service attacks, or to interfere with the proper functioning of the Services for other users.
- Agent Accountability: You are solely responsible for all actions taken by AI agents deployed from your account. Cibeeo Inc SRL may, at its sole discretion, suspend, disable, or terminate any AI agent that it determines, in its reasonable judgment, to be operating in violation of this AUP or any other applicable policy.
3. User Obligations
In addition to refraining from prohibited activities, you are required to comply with the following obligations when using the VebboPay Services:
3.1 Accurate Information
You must provide accurate, current, and complete information during account registration and throughout your use of the Services. This includes your legal name, contact information, date of birth, nationality, business registration details (where applicable), and any other information required for identity verification and regulatory compliance. You must promptly update your information if it changes. Providing false, misleading, or fraudulent information is a violation of this AUP and may result in immediate account termination and referral to the appropriate authorities.
3.2 Secure Credentials
You are responsible for maintaining the confidentiality and security of your account credentials, including your password, API keys, authentication tokens, and any other security credentials associated with your VebboPay account. You must:
- Use strong, unique passwords that are not shared across other services
- Enable multi-factor authentication (MFA) where available and recommended
- Not share your login credentials with any third party
- Store API keys and tokens securely and rotate them periodically
- Not use shared or public devices for accessing sensitive account functions without proper precautions
3.3 Prompt Reporting of Unauthorized Access
You must immediately notify VebboPay of any unauthorized access to your account, any unauthorized transactions, any suspected security breach, or any other compromise of your account credentials. Failure to promptly report such incidents may limit our ability to prevent further unauthorized use and may affect your liability for any resulting losses. You can report unauthorized access or security incidents by emailing security@vebbopay.com or by using the "Report Unauthorized Activity" feature in your account settings.
4. Enforcement Actions
Cibeeo Inc SRL reserves the right to investigate any suspected violation of this AUP and to take appropriate enforcement action, which may include, but is not limited to, the following measures. The specific enforcement action taken will depend on the nature, severity, and frequency of the violation, as well as any applicable legal or regulatory requirements.
4.1 Warnings
For minor or first-time violations, we may issue a written warning to you, identifying the specific conduct that constitutes a violation, the applicable policy provisions, and the corrective action required. You will be given a reasonable period to remedy the violation. Failure to comply with a warning may result in escalated enforcement action.
4.2 Account Suspension
For serious or repeated violations, or where we reasonably believe that continued access to the Services poses a risk to VebboPay, its users, or third parties, we may temporarily suspend your access to the Services, including the ability to process transactions, deploy AI agents, access funds, or use any other features of the platform. During suspension, you will be notified of the reasons for the suspension and given an opportunity to respond, except where doing so would compromise an ongoing investigation or pose an immediate security risk.
4.3 Permanent Termination
For severe violations, including but not limited to engaging in illegal activities, financial crimes, or persistent misuse of the Services after prior warnings, we may permanently terminate your VebboPay account. Upon termination, your access to all Services will be revoked, and any remaining funds in your account will be handled in accordance with applicable law and our Terms of Service. Termination does not relieve you of any obligations or liabilities incurred prior to termination.
4.4 Reporting to Authorities
Where we have reasonable grounds to believe that your use of the Services involves criminal activity, money laundering, terrorist financing, sanctions violations, or any other activity that is required to be reported under applicable law, we will report the relevant information to the appropriate law enforcement, regulatory, or supervisory authorities. This includes, but is not limited to, filing Suspicious Activity Reports (SARs) with the Romanian Financial Intelligence Unit (Oficiul Național de Prevenire și Combatere a Spălării Banilor) and cooperating with any subsequent investigation.
5. Monitoring and Investigation
Cibeeo Inc SRL reserves the right to monitor the use of the Services to detect and prevent violations of this AUP. This monitoring may include automated transaction monitoring, analysis of usage patterns, review of AI agent configurations and activity, and investigation of reports received from users, third parties, or regulatory authorities. We will conduct monitoring activities in accordance with applicable data protection laws and our Privacy Policy.
6. Changes to This Policy
We may update this Acceptable Use Policy from time to time to reflect changes in our Services, legal requirements, or industry practices. We will notify you of material changes by posting the updated policy on our website and, where appropriate, by email or in-app notification. Your continued use of the Services after the effective date of any changes constitutes your acceptance of the revised AUP. We encourage you to review this policy periodically.
